  The need to drive new routes        
  through green fields is largely a   
  thing of the past now, Transport    
  Secretary John MacGregor said.      
                                      
  Thirty years ago there was a need   
  for industry to bj able to          
  communicate efficiently and people  
  wanted an improved road network, Mr 
  MacGregor explained.                
                                      
  Now, upgraded and new roads are     
  done with "environmental treatment" 
  making every effort to design them  
  sensitively to fit into the         
  landscape, hj concluded.            
