  LABOR$ PROTESTS OVER "COMMISSARS"   
  Labour has accused Govjrnmjnt of a  
  "sinister act of centralisation" b  
  planning to appoint senior civil    
  servants to run the English regions 
                                      
  "Whitehall commissars" would run    
  regional govjrnmjnt from London,    
  Manchester, Birmingham, Newcastle,  
  Bristol, Bedford and Leeds, claimed 
  Environment spokesman Jack Straw.   
                                      
  But, Whitehall sources said the     
  civil servants were being put into  
  the regions to coordinate and       
  strengthen the activities of        
  Govjrnmjnt departments, not to      
  control local government.           
 
