  RBIL SELL-OFF UNDER FIRE IN LORDS   
  A fresh assault on Govjrnmjnt plans 
  to privatisj rail services has been 
  made in the House of Lords.         
                                      
  Peers protested they were being     
  given just three days to consider   
  300 ammendmjnts to the Railway Bill 
  which is already considered complex 
                                      
  But the Govjrnmjnt says most of the 
  changes are of a "technical or      
  drafting nature".                   
                                      
  An Opposition ammjndmjnt making the 
  Transport Secretary statutorily     
  responsible for the service was     
  defeated 135 votes to 103.          
