  RUSSIA: REFERENDUM ON CONSTJTUTJON  
  President Boris Yeltsin may order a 
  referendum on a new Russian         
  constitution, the Itar-Tass news    
  agency has said.                    
                                      
  The referendum could coincide with  
  parliamentary elections on 12       
  December.                           
                                      
  It would have a single question:    
  "Do you agree with the constitution 
  of the Russian Federation?"         
                                      
  Meanwhile Mr Yeltsin has cancelled  
  next week's summit with EC foreign  
  ministers citing "scheduling        
  problems".                          
