  "WZMOTT WBS NEAR TO ANARCHY": JUDGE 
  Wymott jail was "close to anarchy"  
  prior to a riot which caused damage 
  estimated at £20 million, the Chief 
  Inspector of Prisons has said.      
                                      
  Judge Stephen Tumim said violent    
  and volatile inmates had been sent  
  to Wymott which was just "an open   
  prison with a fence round it".      
                                      
  In his report into last month's     
  riot hj said many inmates at the    
  Lancashire low security jail njedjd 
  more control than it could give.    

  Better controls were needed if more 
  riots were to be avoided, he warned 
