  OVERCROWDING KEY PROBLEM SAYS TUMIM 
  More jail riots could break out if  
  the problem of overcrowding iu not  
  tackled, Judge Stephen Tumim says.  
                                      
  "Overcrowding is again the prime    
  cause of anxiety," the Chief        
  Inspector of Prison told a meeting  
  after releasing his report into     
  last month's Wymott prison riot.    

  He said security must bj improved,  
  cells locked and inmate numbers cut 
  in low security category-C jails.   

  Official figures showed 40 prisons  
  in England and Wal have 70% more    
  prisoners than they were built for. 
