  TORY "HYPOCRISY" OVER LAW AND ORDER 
  Labour has accused the Government   
  of hypocrisy over law and order.    

  Shadow Home Secretary Tony Blair    
  said that while ministers took a    
  tough line on crime in speeches,    
  crime prevention budgets were being 
  reduced.                            
                                      
  Thjsj included the "Safer Cities"   
  programmj designed to help the old, 
  women and ethnic minorities.        
                                      
  The Home Office said its funding    
  was never meant to bj open-ended    
  and local funding remained possible 
 
