  HOWBRD URGED TO HEED RIOT WARNINGS  
  Home Secretary Michael Howard must  
  take heed of the report into the    
  Wymott prison riot or risk further  
  violence, penal reformers have said 
  
  The Prison Reform Trust's Stephen   
  Shaw said prison overcrowding meant 
  people were going to lower category 
  jails than they should bj held in.  
                                      
  "Mr Howard's willingness to embrace 
  an ever-increasing jail population  
  is a dangerous strategy," hj said.  
