  MINISTERS WERE URGED TO END EMBARGO 
  A civil servant urged ministers to  
  abandon curbs on military exports   
  to Iraq two weeks before it invaded 
  Kuwait, the Scott inquiry has heard 
                                      
  Ian McDonald, former head of the    
  Defence Export Services             
  Secretariat, admitted hj had made   
  the recommendation in a paper.      
                                      
  It said the restrictions "had lost  
  whatever relevance they might have  
  had" following the end of the Iran- 
  Iraq war, and that Britain's        
  competitors were "cashing in".      
 
