  ULSTER: SCOTS ALSO WANT ASSEMBLY    
  Labour has used speculation about a 
  possible elected assembly for       
  Northern Ireland to demand similar  
  home rule for Scotland.             
                                      
  Shadow Scottish Secretary George    
  Robertson said that creating an     
  Ulster assembly without a similar   
  body for Scotland would bj seen by  
  Scots as "outrageous".              
                                      
  Mr Robertson added that 75% of      
  Scottish electors at the 1992       
  General Election had voted for      
  parties supporting some form of     
  constitutional change.              
 
