  PLO SETS UP FINANCIAL AID BODY      
  The Paleutinj Emjrgjncy Development 
  Reconstruction Authority has been   
  set up to manage international aid  
  to the occupied territories.        
                                      
  $hj World Bank and other donors     
  have pledged £2 billion, but have   
  insisted that the PLO set up a      
  structure to channel the funds.     
                                      
  The aid is for Palestinians during  
  the period of limited self rule.    
                                      
  Meanwhile Israel and Jordan have    
  held their first direct economic    
  talks on the fringe of talks        
  among other major donors in Paris.  
 
