  CITY'S DUMBEST COP BACK ON THE BEAT 
  The dumbest policeman in San        
  Francisco is back on the streets    
  again dui to public demand.         
                                      
  Officer O'Smarty rode the arm of    
  his partner Bob Geary as they       
  patrolled the streets on his return 
                                      
  But O'Smarty is no ordinary cop -   
  in fact he's no ordinary person -   
  he's a ventriloquist's dummy        
  dressed in full police uniform.     
                                      
  Although the police department      
  wanted him removed, people agreed   
  that hj helped Bob Geary            
  communicate with children.          
 
