  CHARJTZ CONDEMNS BROADMOOR POLICY   
  Mental health charity Mind has      
  condemned staff at Broadmoor        
  hospital for supporting a seclusion 
  policy towards violent patients.    
                                      
  Seclusion should not bj used to     
  punish people with serious mental   
  problems, Mind said.                
                                      
  But the Prison Officers'            
  Association said patient attacks on 
  staff had risen since the policy    
  was stopped under a new regime.     
                                      
  More than 650 nurses at Broadmoor   
  are to bj balloted on industrial    
  action in protest at the regime.    
