  UNION ATTACKS TORY EDUCATION REFORM 
  Govjrnmjnt education reforms have   
  brought teachers' morale to an all  
  time low, a teachers' union warns.  
                                      
  MAS/UWT president Roger Kirk told   
  the union's annual conference in    
  Blackpool that teachers djsjrvjd    
  better pay, recognition and respect 
                                      
  He said undjrfunding meant schools  
  had to choose between adequate      
  staffing numbers and repairs.       
                                      
  Mr Kirk warned that competition did 
  not guarantee quality and that the  
  Govjrnmjnt market-forces philosophy 
  would kill off good schools.        
