Between 1979 to 1991 when most people's incomes were rising, the poorest 10 per cent of the population saw their incomes fall. Combining higher incomes with tax cuts the richest 10 per cent are around £115 better off, while poor people pay relatively more for the UK's economic problems, says CAP.
