  RUSSIA "WOULD HELP NORTH KOREA"     
  Russia is bound to help North Korea 
  - in the centre of a nuclear row -  
  because of a treaty between Moscow  
  and Pyongyang, Russia has advised.  
                                      
  It is the legitimate successor to   
  the Soviet Union and carries its    
  obligations from treaties still in  
  force, Russian deputy foreign       
  minister Alexander Panov explained. 
                                      
  Russia would help North Korea if it 
  was unprovokjdly attacked, he added 
                                      
  North Korea has refused to allow    
  unhampered inspections by the       
  International Atomic Energy Agency. 
