  ASHDOWN WARNS OF DEMOCRaTIC CRISIS  
  The Liberal Democrat leader Paddy   
  Ashdown has warned that trust in    
  the political system is waning.     
                                      
  Mr Ashdown told an audience at      
  Stirling University that relations  
  between politicians and the people  
  are breaking down.                  
                                      
  A clear sign of danger for          
  democracy was the rise of figures   
  outside the political framework     
  such as Ross Perot in the US and    
  Silvio Berlusconi in Italy, he said 
                                      
  And hj uged a new "partnership"     
  between politics and the people.    
 
