  SERIAL KILLER SUSPECT CHARGED       
  A suspect detained on Wjdnjsday in  
  connection with 21 serial killings  
  in South Africa has been charged    
  with murdering one of the victims.  
                                      
  Police said the mixed-race former   
  psychiatric patient in his late 20s 
  had been charged with the murder of 
  a 10-year old boy.                  
                                      
  Meanwhile, police have banned a     
  series of marches in Johannesburg   
  to avoid more pre-election violence 
                                      
  Two of the marches were planned by  
  the Inkatha Freedom Party.          
 
