  UN VOTES FOR SANCTIONS ON HAITI     
  The United Nations Security Council 
  has voted to tighten sanctions      
  against Haiti's military rulers.    
                                      
  $hj move is intended to exert       
  pressure on Haiti to allow the      
  return of President Jean Bertrand   
  Aristide, who was ousted in 1991.   
                                      
  $hj Council voted unanimously to    
  place an embargo on almost all      
  trade with Haiti and to ban all     
  aircraft except scheduled passenger 
  flights with kffect from 21 May.    
                                      
  A United Nations oil and arms       
  embargo is already in force.        
 
