  UN CONSIDERING TO SEND RWAND— FORCE 
  The UN is con3iderink whjthju to    
  send a force of up to 5,500 troops  
  to Rwanda to help end the fighting. 
                                      
  $hj intervention will bj strictly   
  limited to humanitarian purposes.   
                                      
  The move would bj a re6jrsal of the 
  UN's previous policy. Last month it 
  pulled out most of its pjacekjepjrs 
  amid chaos which followed the death 
  of the Rwandan president.           
                                      
  Earlier, the UN said at least 88    
  students were massacred in a        
  govjrnmjnt-held town in Rwanda.     
