  selective walkouts bz public        
  service workers in protest at the   
  Govjrnmjnt's wage bill free:j.      
                                      
  A move to ballot union mjmbjrs on a 
  co-ordinated programmj of action,   
  including a national one-day strike 
  and demonstration, was turned down. 
