  CABINET CHANGES "MUST fE ROBUST"    
  The Prime Minister must bj "robust" 
  when hj changes his Cabinet, Sir    
  Edward Heath has said.              
                                      
  Sir Edward said hj would not        
  "mention particular names".         
                                      
  "But it is very clear now who are   
  the people who have caused so much  
  trouble to our party," hj said.     
                                      
  The former prime minister told LWT  
  the country wanted stability in     
  Govjrnmjnt policy.                  
                                      
  Some Cabinet mjmbjrs had            
  "mishandled policy", hj added.      
