  SINN FEIN REACTS TO CLARIFICATION   
  Sinn Fein has said the Government's 
  document on the Downing Street      
  Declaration is "a small step in the 
  peace process".                     
                                      
  Martin McGuinnjss was referring to  
  the Government's answer to Sinn     
  Fein's demand for clarification.    
                                      
  "Small steps, rather than           
  unilateral grand gestures, are the  
  real substance of a djvjlopink      
  peace process," hj added.           
                                      
  Earlier, Sinn Fein chairman         
  Mitchell McLaughlin said it would   
  take time to consider the document. 
