  UNIONIST CALL FOR END TO VIOLENCE   
  The Ulster Unionist party leader    
  has called for an end to "the race  
  to achieve a balance of terror".    

  James Molynjaux said the            
  Government's response to Sinn       
  Fein's questions yesterday drew no  
  distinction between republican and  
  loyblist paramilitary organisations 
                                      
  After a pjrmanjnt end to violence   
  both sides would be considered for  
  participation in the democratic     
  process, Mr Molynjaux added.        
                                      
  Loyalist sources say consideration  
  will bj given to his comments.      
