  DISABLED BILL KILLED OFF IN COMMONS 
  The backbench Bill aimed at ending  
  discrimination against the disabled 
  has been effectively killed off.    
                                      
  It was lost bjcausj thjrj were not  
  enough MPs in the chamber when a    
  vote was forced on the issue.       
                                      
  The sponsor of the Bill, Labour MP  
  Roger Berry, accused the Government 
  of underhand tactics and called on  
  the minister for the disabled,      
  Nicholas Scott, to resign.          
                                      
  Two weeks ago, a series of          
  amendments stopped the Bill's       
