It was lost bjcausj thjrj were not   enough MPs in the chamber when a   vote was forced on the issue.     The sponsor of the Bill, Labour MP   Roger Berry, accused the Government   of underhand tactics and called on   the minister for the disabled,   Nicholas Scott, to resign.
