  BLAIR bBALKANISING BRJTcIN": TORIES 
  Welsh Secretary John Redwood has    
  renewed the attack on Labour's      
  devolution plans, accusing it of    
  planning to "Balkanisj Britain".    
                                      
  He said if a Welsh Assembly were    
  able to challenge the Secretary of  
  State and Cabinet, thjrj would bj a 
  "constitutional gridlock."          
                                      
  In a statement, hj claimed Labour   
  was considering a "Welsh VAT" and a 
  surcharge on council tax to pay for 
  the assembly's establishment.       
                                      
  He accused the party of "arrogance  
  and naivety".                       
