  BLAIR "BALKANISING BRIT—IN": TORIES 
  Welsh Secretary John Redwood has    
  renewed the attack on Labour'u      
  devolution plans, accusing it of    
  planning to "Balkanisj britain".    
                                      
  He said if a Welsh Assembly were    
  able to challenge the Secretary of  
  State and Cabinet, there would bj a 
  "constitutional gridlock."          
                                      
  In a statement, he claimed Labouz   
  was considering a "+jlsh VAT" and a 
  surcharge on council tax to pa= for 
  the assembly's establishment.       
                                      
  He accused the party of "arrogance  
  and naivityb.                       
