  President Clinton has urged the     
  Russian president Boris Yeltsin to  
  consider outside offers of          

  White House officials stressed that 
  President Clinton's concern about   
  Russian tactics in Cechnya did not  
  reflect a change in US support for  
  Russian territorial integrity.      

  The White House added there was     
  "much speculation" about what was   
  happening in Moscow.                

  Meanwhile in the Chechen capital,   
  Grozny, shelling has intensified .  
