 SYRIA/ISRAEL HOLD SECOND DAY OF TALUS  
 Israeli and Syrian peace negotiators   
 have been holding a second day of      
 talks in the United States.            
                                        
 Officials said the negotiators had     
 broken up into teams to tackle separate
 issues in what was described as a "vjty
 good" atmosphere.                      
                                        
 Earlier, Israeli minister Yossi Beilin 
 said thjti was "a feeling that thjti is
 a mandate for sjtious negotiations".   
                                        
 Syrian Foreign Minister Farouq al-Shaka
 said after the first day that hj was   
 "optimistic" about the talks.
