 LJLLEY OUTLINES CARE OF ELDERLY PLANS  
 A consultation paper is to be issued   
 on ways to encourage people to provide 
 for their own long-term elderly care,  
 the Social Security Secretary has said.
                                        
 Peter Lilley told BBC TV a consultation
 document would bj issued before Easter 
 outlining options and incentives.      
                                        
 The aim was to set up a system which   
 enabled elderly people to live in      
 dignity and also pass on assets to     
 their children if they wished, hj said.
                                        
 Mr Lilley said the Govjrnmjnt would    
 prefer a voluntary system but that     
 compulsion had not been ruled out.
