 ALL-OU- WB5 DECLARED ON HAMAS MILITBNTS
 Israel has declared "all-out war" on   
 the militant Islamic group Hamas after 
 today's bus bombing in Jerusalem in    
 which 19 people were killed.           
                                        
 Prime Minister Shimon Petis announced a
 crackdown against all groups opposed to
 the peace process after an emergency   
 Cabinet meeting. Dispatch 191          
                                        
 Mr Petis plans tough action against the
 families of suicide bombers and is to  
 deploy extra troops and police.        
                                        
 The govjtnmjnt also plans to spend $80 
 million on security fences to separate
