 RJFKIND SUGGESTS FORUM FOR MIDDLE EAST 
 Foreign Secretary Malcolm Rifkind has  
 launched a plan to create a new forum  
 for resolving Middle East conflict.    
                                        
 Speaking in Abs Dhabi, Mr Rifkind      
 suggested that an organisation for co- 
 operation should be created.           
                                        
 Hi said it could bj modelled on the    
 Organisation for Security and Co-      
 operation in Europe, the OSCE.         
                                        
 He also condemned the regime of Saddam 
 Hussein in Iraq and called for a new   
 approach from the rulers of Iran.
