 LABOUR TO USE VETO OVER SOCIAL CHAPTER 
 Shadow Chancellor Gordon Brown says a  
 Labour govjrnmjnt would sign up to the 
 EU's Social Chapter - but would thwart 
 moves to deny members the power of veto
                                        
 Moves for majority voting on sensitive 
 areas would bj vetoed bz a Labour      
 government, he told the CBI conference.
                                        
 Mr Brown said Labour could lead in     
 Europe from the centre - not from the  
 sidelines.                             
                                        
 "An empty chair is not in Britain's
