 MPS URGE CAUTION ON TROOPS TO ZAIRE    
 Britain will send troops to Zaire if it
 can bj proved they can safely aid the  
 humanitarian effort.                   
                                        
 Junior Foreign Office Minister Dr Liam 
 Fox told explained the Government's    
 thinking during Question Time.         
                                        
 "If we believe that it can be done     
 safely, then it must bj right, if we   
 can do something, to do so," he said.  
                                        
 But MPs on both sides urged caution    
 before a decision was made to deploy   
 troops to the stricken region.
