 DIPLOMATS HELP IN SERBIA ELJCTJON ROW  
 Western diplomats are mediating between
 the Serbian government and opposition  
 parties over an election dispute.      
                                        
 Opposition liadjts have been mobilising
 sustained street demonstrations against
 President Slobodan Milosevic.          
                                        
 They are demanding that their cancelled
 local election victories bj restored.  
                                        
 International officials could be asked 
 to rule on original documentation from 
 the disputed elections, according to a
