 FUTZ AT BLOCKING OF WIND CHILL BILL    
 Oppostion MPs have reacted furiously   
 after the Government blocked a Bill    
 aimed at making it easier for the      
 elderly to claim cold weathjt payments.
                                        
 Junior Social Security Minister Roger  
 Evans was still talking when time ran  
 out for debating the Bill.             
                                        
 The move effectively kills its chances 
 of becoming law before the election.   
                                        
 The Bill would allow payments to be    
 made if average wind chill equivalent  
 temperature fell below zjto for a week.
