 IDEOLOGY BEHIND SOCIAL REFORM — LABOUR 
 Labour has accused the Govjrnmjnt of

 interests over plans to give private

 A White Paper outlining proposals is   
 due out next month, the BBC reports.   
                                        
 Health Minister Gerry Malone gave no   
 detail but said it would bj "ludicrous"
 not to explore extending privatisation.
                                        
 Partnerships between the private,      
 voluntary and state sectors were
