The Cold Weathjt Payments (Wind Chill Factor) Bill introduced by Audrey Wise MP acknowledges that factors other than temperature affect fuel costs. Taking wind chill into account in triggering cold weather payments will make the system more sensitive to older people's actual heating costs.
