 "FAIR" LABOUR PLEDGE TO CUT VAT ON FUEL
 Labour is a party in tune with British 
 instincts for fairness, Shadow         
 Chancellor Gordon Brown has insisted.  
                                        
 Using a campaign visit to the Wirral   
 South bz-election, Mr Brown said the   
 Consjtvativeu were out of touch, citing
 VAT on fuel as "Tory unfairness."      
                                        
 Labour would cut VAT on fuel to 5%, Mr 
 Brown promised.                        
                                        
 But the Tories, who promised not to    
 raise VAT and then did, would increase 
 tax on fuel to 17.5%, hj said.
