 TRIBUTES PAID TO MURDERED BILLIE-JO    
 Neighbours of murdered 13-year-old     
 Billie-Jo Jenkins have been speaking of
 a "loving, caring girl".               
                                        
 "It is rare to meet a young girl       
 nowadays with such mannjts and such an 
 attitude," said one.
