 HAL FAX CUTS FIXED-RAT  MORTGAGE R RES 
 The Halifax, the US's largest mortgage 
 lender, is cutting the rates on its    
 fixed-rate products.                   
                                        
 The society has taken a chunk off its  
 two, three and five-year fixed-rate    
 deals despite speculation that the only
 way is up for US base rates.           
                                        
 Most of the n w rate  ar  low   than   
 its 7.25% standard variable mortgage   
 rate, it said.                         
                                        
 The Halifax said that at a time when   
 the djdate over rater continues, it    
 had decided to take the initiative.
