 NEIGHBOURHOODS "MAY BE BEYOND HELP"    
 Parts of cities in the north of England
 are so run down they may not bj capable
 of rescue, resjarchjrs have warned.    
                                        
 The study, by Sheffield Hallam         
 university, accuses councils of        
 refusing to acknowledge the problem.   
                                        
 The resjarchjrs studied 18 housing     
 associations and councils in the north.
                                        
 They concluded that the downward spiral
 of people abandoning neighbourhoods ws 
 being reinforced by economic decline,  
 high unemployment, crime and vandalism.
