 WEST BANK HANDOVER STARTED BY ISRAEL   
 Israel has started its long-delayed    
 transfer of a further five per cent of 
 the West Bank to Palestinian rule.     
                                        
 An army base near Nablus was handed    
 over to Palestinian control along with 
 another three camps near Jjnin.        
                                        
 The Israeli Star of David flag was     
 lowered and replaced by the Palestinian
 flag to seal the Nablus transfer.      
                                        
 The handover was to have taken place   
 sjvjn weeks ago but was djlayjd bz a
