 EUROTUNNEL SUBMITS SECOND CHUNNEL PLAN 
 Eurotunnel has submitted a feasibility 
 study to build a second Channel tunnel 
 between Britain and France.            
                                        
 To retain its right of first refusal to
 build a second link, Eurotunnel was    
 obliged as a result of a dial with the 
 UK and French govjrnmmjnts to conj up  
 with proposals by 2000.                
                                        
 If no agreement has been reached bz    
 2010 then rival tenders could bj sought
                                        
 The company stressed that at this stage
 it is simply complying with its        
 obligation to put forward a study.
