 ELECTRICITY BILLS POISED TO FALL BY 10%
 Tough new Government regulations for   
 the privatised utility companies will  
 mean electricity bills tumbling by 10%.
                                        
 Trade and Industry Secretary Stephen   
 Byers said he was reforming the        
 "rigged" electricity market created by 
 privatisation 10 years ago.            
                                        
 New consumer councils will be launched 
 for gas, water, electricity and        
 telecoms, making it easier to complain.
                                        
 There will also be new safeguards to   
 protect services to the poor.
