 MINISTERS PONDER SCOTS STUDENT FEE PLAN
 Scottish ministers are considering     
 plans for local students to have their 
 tuition fees paid, but only if they    
 study at a Scottish university.        
                                        
 Ministers want to scrap tuition fees   
 and impose a new levy on graduates.    
                                        
 But if fees are scrapped for Scots     
 studying elsewhere in the UK, other    
 students may invoke EU laws and argue  
 for free tuition themselves.           
                                        
 The new deal would impose fees on      
 students leaving Scotland to study.
