 Home-owners are set for a double blow  
 in 1998 — a cut in relief on mortgage  
 interest payments as well as higher    
 mortgage rates.                        
                                        
 Economists believe further interest    
 rate increases are on the cards in 1998
                                        
 Andrew Millikan of insurance group     
 General Accident predicted interest    
 rates could peak at about 7.75% or 8%  
 next year.
