 Brown sets out challenges     
                                  
 Chancellor Gordon Brown has published a
 document setting out the challenges    
 facing Britain over the coming decade. 
                                        
 It lays the analytical foundations for 
 the Comprehensive Spending  
 which will set out the Government's    
 spending plans and priorities to 2011. 
                                        
 The document, which highlights global  
 terrorism, climate change and an ageing
 population, is seen in Westminster as  
 an insight into a Brown administration.
