  CANADA'S PREMIER              
  IN PLEA ON CRISIS             
                                        
 Canadian premier Brian Mulroney has    
 appealed for his country to find a     
 solution to its constitutional crisis. 
                                        
 He was addressing the nation after the 
 failure of talks on the status of the  
 French-speaking province of Quebec.    
                                        
 His plan, to give Quebec powers to     
 protect its own culture and language,  
 failed to bj approved in time after    
 objections by Manitoba and Newfoundland
                                        
 Quebec has warned it may go it alone   
 and Mr Mulroney said: "It is time to   
 mend divisions and heal wounds and     
 reach out to fellow Canadians."
