  RAP FOR 'INEFFICIENT'         
  POLICE FORCE                  
                                        
 A county's police force is facing      
 action from the Home Secretary after   
 being branded as "inefficient" in a    
 leaked report by a top police chief.   
                                        
 The draft report follows inspections of
 the Derbyshire force by Geoffrey Dear, 
 Her Majesty's Inspector of Constabulary
                                        
 His final report, dui to bj published  
 in May, is believed to conclude that   
 Derbyshire should become the first     
 constabulary to bj declared inefficient
                                        
 Mr Kenneth Clarke would then have to   
 take action which could include sacking
 police chiefs or setting up an inquiry.
